Sin novedades de la pasarela sobre río Guadiaro, desde el pasado verano

Entre permisos, correcciones y subsanaciones el proyecto y otros varios, la cuestión se establece en que plena Semana Santa de 2024, cumplido ya prácticamente un año del nuevo manado del gobierno municipal, continúa sin ejecutarse la obra para al construcción de la pasarela sobre el río Guadiaro que debía enlazar para peatones y ciclistas el recinto feria del Guadiaro y San Enrique de Guadiaro. Destacar que este proyecto se enmarca en una propuesta electoral del actual Consistorio, pendiente de la legislatura anterior (2019-2023) y que ya se demora en el tiempo, más de lo esperado.

En una recopilación cronológica, ya se cumple más de 8 meses de las últimas novedades sobre el proyecto que enlace las dos barriadas del Valle del Guadiaro, a través del río que le da nombre.

Por su parte, el Ayuntamiento de San Roque recuerda solicitó dicha autorización el enero pasado, de 2023, a la Junta de Andalucía por lo que el inicio de los trabajos acumula “meses de demora”.  El proyecto consiste en una estructura de pasarela de unos 5 metros de ancho que permitirá el tránsito de peatones y ciclistas entre las barriadas de Guadiaro y San Enrique. La obra proyectada por el Ayuntamiento de San Roque tenía un presupuesto inicial de 3 millones de euros (IVA incluido) siendo que a finales del año pasado se presentaron cinco empresas a la licitación y que al final se adjudicó a la UTE Misturas-Construcciones Gallardo Barrera por casi 2,7 millones. Se teme su cancelación puesto que las obras tienen un plazo de ejecución de 18 meses, queriendo iniciarse en septiembre por eso se pide a los responsables de la Consejería de Agricultura y Agua que agilicen la concesión de la autorización.

La actuación lleva aparejada los estudios necesarios, el diseño, proyecto y ejecución de las obras para la conexión con los núcleos urbanos a través de rampas y senderos, donde se incluye la pavimentación, alumbrado público, jardinería y paisajismo del conjunto de la actuación urbana.

Mientras que, también el pasado verano, la Delegación Territorial de Agricultura, Pesca, Agua y Desarrollo Rural de Cádiz, quiso manifestar su contrariedad con el Consistorio y esta reclamación, ya que según explicaba en un comunicado, requirió al Ayuntamiento el pasado abril [se cumple ya un año] “la subsanación de deficiencias del proyecto presentado por el consistorio sanroqueño, estando el expediente paralizado por la inacción de dicho ayuntamiento”. En dicho documento afirma que una vez repasados los datos del proyecto “no reúne los datos y requisitos exigidos por el Reglamento de Dominio Público Hidráulico, por lo que para poder continuar con la tramitación de la misma”.

Por lo que a cuenta de la demanda vecinal, entre uno y otro trámite, la pasarela sigue sin tomar forma y siempre queda el riesgo de una cancelación de proyecto.

No news on the walkway over Guadiaro River since last summer

In August the Council called on the Regional Government of Andalusia to authorise the work however the regional body argues that it is awaiting the “rectification of shortcomings.”

Among permits, corrections and rectifications, the project and several others, the question is that in the midst of Holy Week 2024, practically a full year since the new mandate of the municipal government, the work to build a walkway over the Guadiaro River that was due to connect pedestrians and cyclists to the fair enclosure of Guadiaro and San Enrique de Guadiaro has still not been carried out. It is worth highlighting that this project is part of an electoral proposal by the current Council, pending the previous legislature (2019-2023) and is being delayed over time, more than expected.

In a chronological compilation, more than 8 months have passed since the last news on the project linking the two neighbourhoods of Valle del Guadiaro, through the river it takes its name from.

In turn, the Council of San Roque requested that authorisation last January, 2023, from the Regional Government of Andalusia therefore the start of the work has accumulated “months of delay”.  The project consists of a walkway structure that is 5 metres wide that will enable pedestrians and cyclists to move between the neighbourhoods of Guadiaro and San Enrique. The work planned by the Council of San Roque had an initial budget of 3 million Euros (including VAT), at the end of last year five companies submitted bids for the tender and in the end it was awarded to the temporary joint venture Misturas-Construcciones Gallardo Barrera for almost 2.7 million. Its cancellation is feared given that the works have an implementation period of 18 months, wanting to begin in September, therefore the heads of the Department of Agriculture and Water are requested to speed up the awarding of the authorisation.

The action is coupled with the necessary studies, design, project, and implementation of the works for the connection with the urban centres through ramps and paths, including paving, public lighting, gardening and landscaping of the whole of the urban action.

Meanwhile, also last summer, the Territorial Delegation of Agriculture, Fishing, Water, and Rural Development of Cadiz, wanted to outline its opposition to the Council and this claim, as it explained in a statement, requested last April (now a year ago) “the rectification of shortcomings in the project presented by the council of San Roque, with the file stalled by the inaction of the council.” This document states that having reviewed the data from the project “it does not meet the data and requirements of the Regulation of the Public Water Domain, therefore it is stopping the continuation of the processing of it.”

Therefore, on account of the demand by residents, between one procedure and the next, the walkway has still not taken shape and there is still the risk of the project being cancelled.
